MACEDONIA GENERALLY RESPECTS HUMAN RIGHTS

The Macedonian government generally respects the human rights of its citizens, however police abuse of suspects and human trafficking continued to be a problem, says the State Department's report on human rights practices.
The annual report on human right practices, which covers 190 countries around the world, was released on Tuesday.
The report notes the allegations on police abuse of detainees and police harassment of ethnic minorities even though the authorities took the necessary steps to strengthen control on police.
The report says corruption and political pressure in the interior and justice ministries, the courts and the public prosecutor's office impeded the investigation of some human rights abuse allegations and the process of bringing the accused to trial.
The country continued to be a transit and destination country for victims of trafficking in persons for sexual exploitation and labor. Societal discrimination against ethnic minorities, particularly Roma, continued to be a problem.

There was a slight overall improvement in the human rights situation compared to the previous year, including improved internal controls and professionalism of security forces and a decrease in the prevalence of interethnic discrimination.
The government generally respects the freedom of speech and of the press even though there are allegations on threats against media not reporting in favor of the government, including a subtle pressure by the government.

Observations of the Government of the Republic of Bulgaria on application № 74651/01 before the European Court of Human Rights - Association of citizens “RADKO” and Vladimir Paunkovski (Vladimir Pankov) versus the Former Yugoslav Republic of Macedonia
01. On July 17 the, 2007 the European Court of Human Rights (ECHR) communicated to the Bulgarian Government the application of Association of citizens "RADKO" and Vladimir Paunkovski (Vladimir Pankov) versus the Former Yugoslav Republic of Macedonia and forwarded an invitation to the Bulgarian party to intervene as a third party on the case, according to Article 36 of the European Convention for the Protection of Human Rights and Fundamental Freedoms as the second applicant is a Bulgarian citizens.
02. On August 30 the, 2007 the Bulgarian Government informed the ECHR of its willingness to exercise the right to intervene as a third party on the case.
03. The Bulgarian Government deems that the above application is admissible, grounded and well-founded.
