BRITISH AIRWAYS WANTS DIRECT ROUTE TO MACEDONIA

Britain's largest airline "British Airways" wants to establish routes to Macedonia, since air traffic in the country and the number of offered destinations reached by direct flights are expected to increase as of early 2009 when the visa liberalisation for Macedonian citizens will enter into force.
This was conveyed Wednesday to Minister of Transport and Communications Mile Janakieski by company representatives paying a working visit to Macedonia.
At a meeting in the Ministry, Janakieski presented advantages to operate in Macedonia as well as plans to modernise the airport system through the project on giving Macedonian airports under concession.

As England is not part of the Schengen agreement then why would BA want direct flights here?
As I understand it this new visa rule will apply only to the Schengen Zone countries and then only if all the EU countries agree.
Presumably Greece will Veto and maybe some others.
