MACEDONIA TO BAN PLASTIC BAGS

As of January 1st 2009, plastic bags will become history in Macedonia. The environmental ministry has banned any type of plastic bag in the retail and food sectors, as well as at markets. The bags will still be legal for items weighing more than 5kg; however, the customer must pay for them.

The ban is part of a nationwide effort to address the widespread spectacle of plastic bags fouling the countryside.

Environmental Minister Nexhati Jakupi said the government intends to reduce excessive use and improper disposal of the bags, as well as eliminate the public-health threat of carcinogenic emissions from burning plastic bags.

Jakupi's ministry hopes to elevate producers and importers' sense of social responsibility and to stimulate the distribution of reusable cloth bags. Jakupi said that though plastic bags are practical and cheap, their drawbacks outweigh their convenience. The production of a plastic bag takes just seconds, but decomposition of the same bag takes 400 years.

Macedonia generates 650,000 tonnes of communal waste per year or 300kg to 350kg per capita annually. The figure includes garbage from households, streets, businesses and institutions.

According to the ministry, there are around 1,000 illegal dumps in rural Macedonia. Cities and towns have their own garbage disposal problem: out of approximately 50 urban landfills, only one follows regulations. Governments trying to open new landfills face intense opposition by locals.

One of the most successful projects for reducing the use of plastic includes assistance by USAID. The project, which began in 2005, provides convenient drop-off points (in four cities so far) for used bottles that can later be recycled.

Progress is evident in the lack of plastic bottles on the streets and in dumps.

29TH MANAKI FILM FESTIVAL OPENED IN BITOLA

The 29th Manaki Brothers International Film Camera Festival opened in Bitola on Saturday. For the first time, the festival is being organized in the capital as well as in Bitola. For this reason, Bitola Mayor Vladimir Talevski’s address made a retrospective of the path of the first film Camera 300 that Milton and Janaki brothers brought in Bitola in the early last century.

“The Manaki brothers brought the camera from the world into Bitola and since the establishment of the festival this camera has been taken to the world from Bitola. That is history, culture, tradition," Talevski said.

President of the Festival Council Robert Naskov handed Special Camera 300 Award to Israeli producer Menahem Golan for his special contribution to the world cinematography. “Each good news is mixed with a bad news. Great actor Paul Newman died yesterday evening,” Golan said accepting the award and conveying best wishes from Israeli film workers.

The festival was pronounced open by the great former Yugoslav director, Veljko Bulaic in a ceremony at the Culture Centre in Bitola attended by President Branko Crvenkovski, the sponsor of the Braka Manaki Festival and Ministers of Culture and Defense Elizabeta Kanceska-Milevska and Zoran Konjanovski respectively.

Ten films will be screened within the main programme by 4 October competing for Golden, Silver and Bronze Camera 300. The festival also has five film programmes besides the competitive one.

NEW AND FINAL PROPOSAL

The new and final proposal of the UN mediator Matthew Nimetz will include the geographical reference "Upper" or "Northern" attached to the name of Macedonia, and the nationality will be defined as "Macedonian" written in Latin alphabet with Cyrillic transcription, Athens-based conservative daily Kathimerini cited diplomatic sources as saying.

Nimetz will return to Athens and Skopje in the beginning in October, with what is likely to be the final proposal of this stage of negotiations, the paper adds.

According to diplomatic sources, Nimetz’s efforts will focus on getting the two sides to accept "Upper" or "Northern" Macedonia as an acceptable solution over the name row.

He will also bypass the issue of ethnic identity of the Macedonian citizens, which authorities in Skopje are trying to add to negotiations, the Greek paper says.

Nimetz will concentrate on the issue of nationality and will propose for it to be stated as “Makedonska” ("Macedonian") in all official documents, including passports, Kathimerini cited diplomatic sources as saying.

OVER 70 PASTRY POISONING CASES

The number of patients suffering food poisoning symptoms climbed to 73, including 16 children, A1 TV Station cited medical sources as saying.

According to representatives of the Skopje Infectious Disease Clinic, as many as 13 patients have been retained for medical treatment due to dehydration as a consequence of severe poisoning.

The patients manifest high fever, diarrhea, and stomach pain accompanied by vomiting. The poisoning was most likely caused by the bacteria salmonella or staphylococcus.

All the patients have pointed out at the pastry shop Rinija, located in Skopje's Old Bazaar, as the source of the infection, A1 said.

Most of them live in the Skopje's Districts of Lisice and Cair.

"I AM FROM TITOV VELES" MACEDONIAN OSCAR CANDIDATE

“I Am from Titov Veles” of Teona Strugar-Mitevska, produced by “Sisters and Brother Mitevski” is Macedonia’s candidate for the 2009 “Oscar”, announced the Association of Film Workers.

The film was completed last year, but the production house decided not to run in 2008 due to the strong competition, when “Shadows” of Milco Mancevski was selected.

“I Am from Titov Veles” had its premiere at the Rotterdam Festival, and was the first Macedonian film selected for the Berlin Film Festival. It has toured at a number of world festivals, winning over 20 awards. The film was projected in two programs at the Cannes Film Festival, and selected for the European Oscar “Felix”.

OHRID IN POPULAR INTERNATIONAL MAGAZINE

A magazine of the 'Lions International' - the world's largest secular service organization - published in its September's edition a two-page article for Macedonia's most popular resort Ohrid, presenting it as the 'second city of light'.

The article is available to 1,2 million readers, as the magazine is being distributed to all 'Lions International' members in 122 countries and 22 languages, Ohrid TV TM said on Wednesday.

Maybe Paris is known as the city of the light, but there is another smaller city that takes a breath away and deserves such epithet, the article reads.

Ohrid is a genuine precious stone on the Balkans. Marvelous treasury awaiting to be revealed."

Finally Ohrid has gotten the best global promotion, said Gjoko Apostolov, member of the local Lions Club.

This is a first 'Lions International' article for a Balkan city.

SKOPJE TO HOST 4TH WHITE NIGHT

Exhibitions, concerts, theater plays and a fashion show make only a part of the fourth "White Night" manifestation, to be held this year on Saturday (Sept. 27).

Tanja Balak, an official of the City of Skopje, told the press Thursday that the manifestation aimed at conveying a message to the citizens to pay more attention and to be "proud of what we have, what has remained on this soil for centuries, our cultural values and heritage."

"White Night" is a firm attempt for promotion of all aesthetic values that we need in our society, Balak stated.

The even will be formally opened Saturday evening in front of the Museum of the City of Skopje and will resume with the German sensation Flamen and its play "Yes, Water Burns Too" on Skopje's main square "Macedonia".

"White Night" is an annual event held in September in Skopje, made up of various cultural shows that last throughout the night.

GRUEVSKI: CRVENKOVSKI MISSED HISTORIC OPPORTUNITY

President Branko Crvenkovski has missed a great chance during his stay in New York to find a solution to the name row with Greece, considering that many significant figures, connected with the dispute, were there and expressed will to that effect, Prime Minister Nikola Gruevski said on Thursday.

- We have been rather hopeful that Crvenkovski will work out some benefits at his meetings there in regard to the name and maybe mange to come to a solution as all significant figures were in New York, i.e. Matthew Nimetz, Daniel Fried, Dora Bakoyannis, Condoleezza Rice, Antonio Milososki. I believed that Crvenkovski would not miss such a historic chance to talk and come to a solution, which will be offered to a referendum. Unfortunately, I have realized that this was not his idea. I did not know that his idea was to meet the Presidents of Serbia and Kosovo, which is correct, but I thought that such gathering could have been used as a historic chance, so that we (Macedonia) may soon join NATO and commence the EU entry talks, Gruevski said.

The Prime Minister also has no idea why Crvenkovski refused to meet Greek Foreign Minister Dora Bakoyannis, who at the meeting with her Macedonian counterpart Antonio Milososki expressed readiness to discuss a possible settlement with the President.

Gruevski also fails to understand why Crvenkovski was telling to Heads of State and Government, in particular those who are to decide on the matter, to address negotiator Nikola Dimitrov, when he - the person with full constitutional authority to discuss the matter was there.

The Government's position on the issue is well-known and reiterated on numerous occasions, Gruevski said, pointing out that Crvenkovski is also familiar with it.

- He has had many meetings there. He wanted to be alone at some of those meetings, so we do not know what was discussed. I hope that he will inform us about the talks and motives for such secret encounters upon his returning, Gruevski told reporters.

Gruevski said that the name row settlement depended on the course of negotiations and the other involved party.

PELAGONIAN KINGDOM DISCOVERED?

Archeologists are certain the locality of Bonce is the long lost fourth Macedonian kingdom, the city of Pelagonia. The latest discoveries led by Professor Viktor Lilcic showed a massive royal grave site, one of a kind in the Balkans.
The only other similar site is Pella in Aegean Macedonia.

“According to the way this was built, the brilliance behind it, and just from the sheer size of the grave site, we believe the king of Pelagonia had been buried here. Unfortunately, we still don’t know who.” says Dr. Antonio Jakimovski, coordinator of Archeological Research.

The grave site is from the 4th century B.C. when the kingdom of the Pelagonians was around. It was suggested the site had been robbed even in Antic times.

“This is one of the rarest gravesites not just in the Balkans, but globally that goes back to the 4th century BC.” says Jakimovski.

The site is located right underneath the hill of Visoka where it is suggested to be the site of the city of Pelagonia. Unfortunately, the Government did not allocate funds this year for the Visoka location.

Archeologists have been searching for the city of Pelagonia and the Pelagonian kingdom for more than 150 years.
This find will undoubtedly make funds available for Visoka in 2009.

Just two years ago, near the hill of Visoka were discovered three Macedonian Shields of King Demetrij with the Vergina Sun embedded on them. The shields are currently undergoing restorations.
When completed, the world will see for the first time how did the shields of the Macedonian phalanx look like.

EUROPEAN HERITAGE DAYS BEGIN



Culture.

Photograph exhibition from the 13th International Photography Contest on topic cultural heritage will mark the opening of this year’s manifestation “European Heritage Days” in the Museum of Macedonia on Thursday at noon.

Up to October 1, “European Heritage Days” will offer numerous contents in 15 museums and bureaus throughout Macedonia.

The manifestation will also include a review of films on archaeological and ethnological richness, organized tours at archaeological sites, visit to villages having old architecture, presentation of rare items of the literary heritage in national and university library “St. Kliment Ohridski”, along with the promotion of the first Children Museum Club in Macedonia.

In the Museum of Macedonia, photographs of about 40 countries will be exhibited including 2 photographs of this theme from Macedonia by Milan Pop Stefanija from Ohrid.

FINAL PROPOSAL ON 6 OCTOBER

UN mediator Matthew Nimetz is set to invite negotiators of Macedonia and Greece in early October to hand them his final proposal for settlement of the name row.

The meeting will take place in two weeks, probably on 6 October, Greek news agency ANA-MPA said citing diplomats. The same sources say Nimetz is set to make "take it or leave it" offer and also set a deadline to both parties to come up with a reply.

The explanation for setting a deadline is that name dispute should be resolved now or negotiations are likely to be suspended for a long period due to presidential elections in the United States in November and mayoral elections in Macedonia slated for March.

U.S. Secretary of State Condoleezza Rice is to meet Greek Foreign Minister Dora Bakoyannis today to convey Washington's intention to secure a fast-track accession of Macedonia into NATO.

Rice will probably raise the issue of Greece's energy cooperation with Russia, including Washington's plans to allow Greece join the visa-waiver program in exchange of bigger flexibility in Athens' policy, diplomats are quoted by ANA-MPA.

Reliable sources say reports coming from New York and Washington say in case a deal is reached on the name issue, the deal should be implemented through a Declaration from Athens and Skopje stating that the two parties have different position on the Macedonian language and identity and this issue will be resolved on the basis of the UN principles.

The same sources said the U.S. Department of State envisages a transitional period for Skopje to carry out the necessary changes in case a deal is reached on a name with a geographical qualifier, to be used in international relations.

BRITISH TV SHOW CAUSES CLASH

A quiz show on the British television channel Challenge TV caused a clash between Greeks and Macedonians over the nationality of Alexander the Great, Greek media reported.

The show “Take it or Leave it” considered the answer ‘Greek’ to a question about the nationality of Alexander the Great as wrong. The correct answer, according to the show, was ‘Macedonian’ and it was announced, accompanied by the image of the Macedonian flag appearing on the screen.

Hundreds of Greek and Macedonian web users clashed in the forums of the television channel’s webpage and the video website YouTube, where a clip of the game show was posted, followed by various comments, as you can see on the film below.

Alexander the Great, also known as Alexander III of Macedon, was the ancient military commander and king of Macedonia who reigned in the second century BC and successfully conquered most of the world known back then, including present-day Macedonia and Greece. His nationality is one of the biggest points of conflict in the dispute between Greece and Macedonia about the latter’s name, which has marked the tense relationship between the two countries for more than 50 years, reaching a high point in recent months.

ARCHEOLOGICAL ITEMS SEIZED FROM ILLEGAL DIGGERS

Precious archaeological items dating from the 3rd century B.C. up to the 3rd century A.D. have been found in the homes of two brothers in village Marvinci.
The items date from the Macedonian-Hellenic period and have enormous cultural value. They include 11 coins, 20 fragments of terracotta figure, lead fragments, glass, spear tops etc.

“These individuals excavated the items with the help of detectors at site Isar Marvinci”, said Minister of Interior Gordana Jankuloska at Tuesday’s press conference, adding that one coin can be sold at a price of Euro 5,000 on the Internet.

Culture Minister Elizabeta Kanceska-Milevska stressed the amber fragment dating from the 7-6 century B.C., an iron spear, plates etc, adding that research is carried out at 16 archaeological sites in Macedonia.

The items will be given for expertise, whereas perpetrators will be charged.


MD: Illegal digging of artifacts is still a big problem in Macedonia, however the government is improving the situation of protecting artifacts over the last year.

GREAT SUCCES IN FIGHTING CORRUPTION

The Republic of Macedonia this year has jumped 13 places on the ranking list of Transparency International - the 2008 Corruption Perceptions Index, launched today, Prime Minister Nikola Gruevski said Tuesday at a press conference.

From the 105th place Macedonia shared with Swaziland two years ago, it climb up to 72th and is now in the company of several EU members, being far ahead the countries of the region, such as Montenegro, Serbia, Albania, Bosnia/Herzegovina, including some NATO members, Gruevski said.

For two years only, Macedonia has jumped 34 places on the TI list of 180 countries, he said.

This is great success for Macedonia, all its institutions engaged in combating crime and corruption, and yet another reaffirmation of the Government's commitment to zero tolerance for corruption. The Government will intensify its activities in the upcoming period, considering the fact that Macedonia has yet a lot to do in this respect, Gruevski said.

THE LEGAL TERMINATOR

Stamen Filipov, often referred to as the “ legal terminator”, is an elderly man living in Skopje, Macedonia. He has chosen an unusual hobby for his quiet days of retirement: he guards the constitution! Democracy rests on active citizenship that constantly monitors the government. An active citizen is an essential requirement for a free society. The centre of democracy is the citizen: sometimes – a single citizen. His name is Stamen Filipov.

The Macedonian constitution allows everybody, including all legal and natural persons, to challenge laws before the Constitutional Court. All legislation passed by Parliament, and decisions made by the government must be in accord with the basic principles enshrined in the constitution. Everybody who thinks a certain piece of legislation, or a part of it, does not meet this standard, can say “wait a minute...” Stamen Filipov has said this many times: close to 500 times since Macedonia’s independence in 1991.

To date the Constitutional Court has accepted around 120 of Mr. Filipov’s petitions. Some 30 more are currently under review. A joke goes around the Parliament every time a sensitive piece of legislation is up for a vote: “Why doesn’t someone call Uncle Stamen?” Better to ask first, than be sorry later.

A few years back, the government wanted to restrict paid maternity leave only to women who had been employed for more than 6 months before giving birth. Because of limited resources, the government was trying to spare some cash. Uncle Stamen said, “This is not right, it is discrimination.” The Constitutional Court agreed.

Uncle Stamen did not enrol in law school until he was 36 years old. He completed his studies in parallel to his regular job in the military, first the old Yugoslavian and then since 1991, the Macedonian army. He challenged his first law back in the 1970s, when he wanted to help a friend. At the time, the legislation concerning living entitlements of army employees entitled only military officers, but not the civilians working for the army, to army-subsidized housing. This did not seem right to Uncle Stamen. He filed a petition and in not more than six months, the Federal Yugoslavian Court agreed. The provision was repealed. His friend could apply for a flat.

Uncle Stamen monitors all laws, but he specializes more closely in fields such as labour, internal affairs, or army regulation. He sometimes files as many as a one or two petitions each week. For some motions, the Constitutional Court must convene a public hearing and Uncle Stamen must appear. In the past, he says, before the beginning of the hearing, the president of the court would stop by and say hello. Then, at some point, he stopped doing it. Uncle Stamen was giving him too much to do.

Filipov emphasises that he receives no benefit of any kind, material or political, from what he does. “My only interest is to help the rule of law,” has says. The only “fee” he ever has received for his services was 1,500 denars (25 Euros) for advice to a client who wanted to file a petition.

Yet, as his fame spreads, his services will likely be in higher demand. Earlier this year, Mr. Vladimir Milcin, the well known public intellectual and director of the Open Society Institute (an international private foundation supporting human rights), hired Uncle Stamen to fight the recent law on lustration. The law, which has been a source of controversy, seeks to ban from public office the collaborators (police informers) of the secret services in the communist era. Most Eastern European countries passed similar legislation. Mr. Milcin said, the law, as designed, would only serve to discredit political opponents. Uncle Stamen noted that the law might have had some sense if passed back in 1991, but 17 years later, it is completely unproductive. Both Mr. Milcin and Uncle Stamen want the law completely rescinded. The case will be heard by the court soon.

Many people and institutions would prefer if Uncle Stamen just played chess in the park, as do other pensioners. Alas, he is not planning to quit anytime soon. “I monitor all legislation being passed. When I notice something, I file a petition. My motive, as a citizen and a lawyer, is to support the rule of law.” Uncle Stamen underscores that he is not a member of any political party.

Filipov dismisses the claims that the system is dysfunctional; thus, so many of his petitions are accepted. The system has a sound basis, says he, but it needs constant work. In his view, the worst aspect of the system is that the competent institutions do not always execute the Constitutional Court decisions. “This means death to the rule of law” says he.

In the past, he had disputed the right of the police to hold people for 24 hours without charges. The court agreed and annulled the provision from the law on internal affairs, which had permitted it. Still, the police found a way around the court decision and sometimes still holds people without charges.

Seen as an eccentric in the past, Uncle Stamen has over the years received some of the recognition he deserves. A civil rights NGO has published a book with all of his petitions. The title is symbolic: The Constitutionalist.

He was nominated by a group of citizens for the national award “13 November”. He did not get it. “I am not surprised”, he says “many see me as nuisance.” Nuisance or not, when the government contemplates a project, they are probably asking themselves, “What will the citizen say to this?”

BEROVO HIT BY MINOR EARTHQUAKE

An earthquake with epicenter in Berovo area, 120 kilometers east of Skopje, occurred Wednesday morning around 10:20 hrs.

The quake, measuring 3-4 degrees on the European Macroseismic Scale, was felt in Berovo and its outskirts, Seismology Observatory said.

WE ARE GOING TO POLAND 2009!



Sports.

The Macedonian national basketball team managed to qualify for the second time in it's history for the European championships in Poland of next year.

At the European championships in France in 1999, Macedonia played at a big tournament for the first time, under the lead of Petar Naumoski. Exactly ten years later Macedonia will again compete in the European championships, this time under the lead of Vrbica Stefanov.

Macedonia took the lead in their qualification group B. Yesterday they beat Estonia with 87-75 in the last qualification game for the big tournament of next year, which will be played from 6 to 20 september in Poland.

TA NEA: GREEK INVESTORS PLAN TO PULL OUT FROM MACEDONIA

Greek firms in Macedonia are discriminated by local authorities, thus paying the price for the deteriorated relations between the two countries stemming from the name row with Macedonia, whilst an increasing number of Greek investors are planning to pull out from the Macedonian market, Greece's daily Ta Nea writes on Saturday.

Greek businessmen are complaining about being constantly discriminated by customs and administrative services in Macedonia and that their negative conduct has been more evident recently.

Diplomats and economy experts forecast the relations between the countries to further deteriorate, especially in late autumn or in December, when EU will release its report on Macedonia. The report is expected to criticise Macedonia, hence the country will not obtain a date for entry negotiations, for which Athens will be blamed, Ta Nea comments.


MD: This could harm the Macedonian economy, since Greek companies hold a big share in the market. Greek company in Macedonia, Cosmofon is also expected to be sold. Austrian VIP mobile, the third and most new mobile operator in Macedonia, is said to be interested.

    The Republic of Macedonia has established diplomatic relations with Chile under its constitutional name, reads Ministry of Foreign Affairs press release.

    This comes as a result of month-long talks between countries' senior diplomats.

    Macedonian Foreign Minister Antonio Milososki and Chile counterpart Alejandro Foxley exchanged letters, mutually congratulating the establishment of diplomatic relations and wishing intensive development of bilateral and multilateral cooperation.


    MD: Chile is allready the 124th country in the world that has established diplomatic relations with Macedonia, under it's constitutional name.

    11TH CENTURY SPEAR FOUND IN BITOLA



    Culture.

    A spear aimed to drive through a shied, dating from the 11th or 12th century, has been excavated for the first time in this region under Yeni Mosque in Bitola.

    “It is an iron spear, 27cm-long, with a special trait at the top serving to drive through a shield. The spear will soon be conserved and presented to the public”, says Gordana Filipovska-Lazarovska, custodian in Bitola Bureau and Museum.

    Archaeologists believe that the spear was used in the 11th or 12th century, during the attack and conquering of one of the three churches located in the center of former Bitola.

    FRENCH RECOGNITION FOR VIKTORIJA CALOVSKA



    Culture.

    French Ambassador to Macedonia Bernard Valero presented Monday recognition “Knight of the Order of Academic Palms”, given upon President’s authorization, to Viktorija Calovska, M.D.

    “You were the ambassador of Macedonian medicine and science in Europe, engaging in the scientific cooperation between Macedonia and France”, said ambassador Valero, adding that Calovska is an exceptional citizen of Macedonia and Europe.

    Viktorija Calovska has worked at the Faculty of Medicine in Paris, children’s hospital “Necker”, laboratory for molecule biology, and institute “Pasteur” in Paris. Her specialty is liver diseases, liver transplant and liver cancer. Moreover, Calovska has also worked in Italy, Poland and Germany.

    US AUTO CAR PLANT TO BE OPENED IN OHRID



    National.

    A renowned US company for production of auto parts, intends to open a plant in Ohrid, Vice-Premier Zoran Stavreski told reporters yesterday.

    He did not revealed the company's name, but said that next week the Government would make a decision on signing a memo of cooperation with this company, which is going to use the older, now empty facilities in Ohrid's industrial zone.

    Initially, the new plant will employ 600, and later on another 1,200 people, which will contribute to reducing the unemployment rate in this city, Stavreski said.

    Today, Stavreski visited EMO - the largest electro-equipment enterprise in Macedonia in the past. Stavreski and EMO's management team reviewed possibilities for restructuring of the company. Stavreski also paid a visit to the Ohrid Bank and Slovin TEM-HEM.
